It's tough basing a product, even a free one, largely on the hatred of its dominant competitor. Even if Firefox is better overall, it still has its own little quirks and is trying to compete against IE on the platform (Windows) with the more neophyte computer users, who don't care about or don't understand anything but the default settings.
So maybe Macs would be a good target? Not likely, since Apple's share of the personal computer market is still small, Firefox doesn't work as well on it (most of the plug-ins were really for Windows) and Safari is a pretty similar alternative designed by Apple itself.
Still, second place isn't bad.
